Publication of IS ISO 9001:2015 and holding an open seminar on the transition to the new version of the standard for clients and potential clients of ACERT Bureau Ltd

In September 2015, the International Organization for Standardization (ISO) adopted the fifth edition of the ISO 9001 standard and the third edition of the ISO 14001 standard (for more information, see the official website of the IAF).

The revised ISO 9001:2015 standard has a number of significant differences from previous versions and will require organizations whose management systems have already been certified or such certification is still being planned, to analyze how the current system meets the new requirements and what needs to be done to achieve such compliance.

In this regard, ACERT Bureau Ltd plans to hold an opening seminar in order to provide information and consulting services for clients (potential clients) of ACERT Bureau Ltd in terms of studying the new requirements of ISO 9001:2015 and their effective implementation into the existing QMS.
The training will tentatively be held in November-December 2015 in the city of St. Petersburg by a member of TC 176, who was directly involved in the development and approval of the new version of IS ISO 9001:2015.

In order for the transition process to be most effective for all participants in the process, a three-year transition period is envisaged, during which a consistent and conscious transition to new versions of standards should take place.

Organizations have the right to determine the speed and stages of this transition. This may depend on what stage of the certification cycle they are at at the moment, on the degree of compliance of the existing system with the new requirements, as well as on the effectiveness of the system, on the availability of resources to carry out this transition, if changes that need to be introduced into the existing system, will be very significant. Therefore, before implementing changes, it is strongly recommended to conduct an analysis/gap assessment in order to adequately determine all the resources necessary for the transition, including temporary ones.

Taking into account the requirements of the international accreditation forum IAF, if during this three-year period the certification body issues a certificate for compliance with the requirements of the ISO 9001:2008 standard, then the expiration date of such a certificate will be limited by the end date of the transition period (15.09.2018).

For example, if an organization receives a certificate for compliance with ISO 9001:2008 on 14.04.2016, then the expiration date of this certificate will be 15.09.2018.

Confirmation of the compliance of the organization's QM with the requirements of ISO 9001: 2015 is possible:
- during a scheduled inspection. In this case, with positive results of the assessment of the conformity of the CM with the requirements of the new version of the corresponding standard, the certificate of conformity will be reissued, the validity period of the certificate will also be changed based on the standard three-year period of validity of the certificates of conformity. For example, if an organization has a certificate for compliance with the requirements of ISO 9001:2008 and/or ISO 14001 issued on 14.04.2016, with the expiration date of this certificate on 15.09.2018, then after renewal the certificate will be valid on 14.01.2019;
- during a scheduled recertification check. In this case, the organization receives a certificate confirming the compliance of the QM with the requirements of the new version, with a validity period of 3 years;
- during an additional check. In this case, with positive results of the assessment of the conformity of the QM with the requirements of the new version of the corresponding standard, the certificate of conformity will be reissued, the validity period of the certificate will also be changed based on the standard three-year period of validity of certificates of conformity with the requirements of ISO 9001:2008 issued on 14.01.2016, with the expiration date of this certificate 15.09.2018, then after renewal the certificate will be valid on 14.01.2019.

When assessing the conformity of the QM to the new requirements during a planned inspection or recertification audit, it may be necessary to increase the inspection time compared to the standard one. If such an increase in time is required, the ACERT Bureau will inform the organization about this in advance.

During this audit, the organization must demonstrate that all areas of discrepancies between the current QM and the requirements of the new version, as well as the necessary measures to eliminate these discrepancies, are clearly identified and implemented and the current QM is effective. This is a prerequisite for the recommendation to issue a certificate of conformity of the QM to the requirements of ISO 9001:2015. If during the audit sufficient evidence is not obtained to recommend the issuance of a certificate of conformity of the QMS to the requirements of ISO 9001:2015, the period for the implementation of corrective actions cannot exceed the duration of the transition period.
